ABSTRACT

Unsustainable wildlife trade is a major driver of biodiversity loss and an important public health threat. Yet, effective wildlife trade regulation is currently at odds with food security and economic incentives provided by this global, multibillion-dollar industry. Given such limitations, public health and conservation resources can be aligned to target species for which trade both increases risk of extinction and threatens public health. Here, we developed a simple conservation and health trade risk (CHT) index (range: 2-50) using a case study of traded mammals based on species' extinction and zoonotic risks, weighed by the extent of their trade. We applied this index to 1161 International Union for the Conservation of Nature-listed terrestrial mammals involved in the wildlife trade to identify 284 high-priority species that scored high in the CHT index (CHT >= 18). Species ranking high for conservation, public health, and trade risks include those belonging to the orders Primates, Cetartiodactyla (even-toed ungulates), Rodentia (rodents), Chiroptera (bats), and Carnivora (carnivores). Of the high-priority species, 33% (n = 95) are country-endemics and may be good candidates for trade regulations and enforcement at national scales. Our study provides a preliminary step in prioritizing species, taxonomic groups, and countries for focused wildlife trade regulation to meet both conservation and public health goals.

ABSTRACT

In the Netherlands, the avian influenza outbreak in poultry in 2003 and the Q fever outbreak in dairy goats between 2007 and 2010 had severe consequences for public health. These outbreaks led to the establishment of an integrated human-veterinary risk analysis system for zoonoses, the Zoonoses Structure. The aim of the Zoonoses Structure is to signal, assess and control emerging zoonoses that may pose a risk to animal and/or human health in an integrated One Health approach. The Signalling Forum Zoonoses (SO-Z), the first step of the Zoonoses Structure, is a multidisciplinary committee composed of experts from the medical, veterinary, entomology and wildlife domains. The SO-Z shares relevant signals with professionals and has monthly meetings. Over the past 10 years (June 2011 to December 2021), 390 different signals of various zoonotic pathogens in animal reservoirs and humans have been assessed. Here, we describe the Zoonoses Structure with examples from signals and responses for four zoonotic events in the Netherlands (tularaemia, Brucella canis, West Nile virus, and severe acute respiratory syndrome coronavirus 2 (SARS-CoV-2)). This may serve as an example for other countries on how to collaborate in a One Health approach to signal and control emerging zoonoses.

ABSTRACT

This paper compares the relative frequency of zoonotic disease emergence associated with food animals versus emergence from other animal sources and explores differences in disease characteristics and drivers of emergence between the two sources. It draws on a published compilation of 202 Emerging Infectious Zoonotic Disease (EIZD) events for the period 1940-2004. Of the 202 zoonotic EID events in the dataset, 74 (36.6%) were associated with animals kept for food production, which acted as reservoir for the zoonotic pathogen in 64 events and as intermediate / amplifying host in 8 events. Significant differences exist both in the characteristics of the causal agents and the drivers of emergence of zoonotic diseases from food animals and non-food animals. However, the prevailing policy debate on prevention, detection and control of EIZDs largely focuses on diseases of non-food animal origin (wildlife), neglecting the role of food animals. Policies and investments that ensure appropriate veterinary public health measures along and within food animal value chains are essential to mitigate the global risk of EIZDs, particularly in developing regions where the livestock sector is experiencing rapid growth and structural transformation.
